5月22日，第十三屆全國人大三次會議在北京人民大會堂開幕，李克強代表國務(wù)院向大會作政府工作報告。以下是報告雙語要點：

The covid-19 epidemic is the fastest spreading, most extensive, and most challenging public health emergency China has encountered since the founding of the People’s Republic of China. Under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, and through the hard work and sacrifice of our entire nation, we have made major strategic achievements in our response to covid-19. At present, the epidemic has not yet come to an end, while the tasks we face in promoting development are immense. We must redouble our efforts to minimize the losses resulting from the virus and fulfill the main targets and tasks for economic and social development this year.

這次新冠肺炎疫情，是新中國成立以來我國遭遇的傳播速度最快、感染范圍最廣、防控難度最大的公共衛(wèi)生事件。在以習近平同志為核心的黨中央堅強領(lǐng)導下，經(jīng)過全國上下和廣大人民群眾艱苦卓絕努力并付出犧牲，疫情防控取得重大戰(zhàn)略成果。當前，疫情尚未結(jié)束，發(fā)展任務(wù)異常艱巨。要努力把疫情造成的損失降到最低，努力完成今年經(jīng)濟社會發(fā)展目標任務(wù)。

一、2019年和今年以來工作回顧

Main targets and tasks for 2019 were accomplished, laying the crucial foundation needed to reach the goal of building a moderately prosperous society in all respects.

完成全年主要目標任務(wù)，為全面建成小康社會打下決定性基礎(chǔ)。

The economy remained stable overall.

經(jīng)濟運行總體平穩(wěn)。

GDP reached 99.1 trillion yuan, growing by 6.1%.

國內(nèi)生產(chǎn)總值達到99.1萬億元，增長6.1%。

13.52 million new urban jobs were added, and the surveyed unemployment rate was below 5.3%.

城鎮(zhèn)新增就業(yè)1352萬人，調(diào)查失業(yè)率在5.3%以下。

Consumer prices rose by 2.9%.

居民消費價格上漲2.9%。

A basic equilibrium was maintained in the balance of payments.

國際收支基本平衡。

The economic structure continued to improve, and the development priorities of regions are better aligned.

New growth drivers became stronger.

In covid-19 control, we stayed confident, came together in solidarity, adopted a science-based approach, and took targeted measures, carrying out all our work in a solid and meticulous manner. While continuing to advance epidemic control, we have also promoted economic and social development. With 90 policy measures in 8 categories, we have ensured stable supplies and prices and the resumption of work and production in a timely and effective manner.

在疫情防控中，我們按照堅定信心、同舟共濟、科學防治、精準施策的總要求，抓緊抓實抓細各項工作。我們統(tǒng)籌推進疫情防控和經(jīng)濟社會發(fā)展，推出8個方面90項政策措施，及時有效促進了保供穩(wěn)價和復工復產(chǎn)。

二、今年發(fā)展主要目標和下一階段工作總體部署

This year, we must give priority to stabilizing employment and ensuring living standards, win the battle against poverty, and achieve the goal of building a moderately prosperous society in all aspects.

今年要優(yōu)先穩(wěn)就業(yè)保民生，堅決打贏脫貧攻堅戰(zhàn)，努力實現(xiàn)全面建成小康社會目標任務(wù)。

Main targets

主要目標任務(wù)

Over 9 million new urban jobs, a surveyed urban unemployment rate of around 6%, and a registered urban unemployment rate of around 5.5%

城鎮(zhèn)新增就業(yè)900萬人以上，城鎮(zhèn)調(diào)查失業(yè)率6%左右，城鎮(zhèn)登記失業(yè)率5.5%左右；

CPI increase of around 3.5%

居民消費價格漲幅3.5%左右；

More stable and higher-quality imports and exports, and a basic equilibrium in the balance of payments

Growth in personal income that is basically in step with economic growth

Accomplishment of the 13th Five-Year Plan

We have not set a specific target for economic growth this year. This is because our country will face some factors that are difficult to predict in its development, due to the great uncertainty regarding the covid-19 pandemic and the world economic and trade environment. Not setting a specific target for economic growth will enable all of us to concentrate on ensuring stability on the six fronts and security in the six areas. Ensuring stable economic performance is of crucial significance. We need to pursue reform and opening up as a means to stabilize employment, ensure people’s wellbeing, stimulate consumption, energize the market, and achieve stable growth. We need to blaze a new path that enables us to respond effectively to shocks and sustain a positive growth cycle.

我們沒有提出全年經(jīng)濟增速具體目標，主要因為全球疫情和經(jīng)貿(mào)形勢不確定性很大，我國發(fā)展面臨一些難以預料的影響因素。這樣做，有利于引導各方面集中精力抓好“六穩(wěn)”、“六保”。穩(wěn)定經(jīng)濟運行事關(guān)全局。要用改革開放辦法，穩(wěn)就業(yè)、保民生、促消費，拉動市場、穩(wěn)定增長，走出一條有效應(yīng)對沖擊、實現(xiàn)良性循環(huán)的新路子。

Pursue a more proactive and impactful fiscal policy

積極的財政政策要更加積極有為。

Deficit-to-GDP ratio this year is projected at more than 3.6%, with a deficit increase of 1 trillion yuan over last year.

今年赤字率擬按3.6%以上安排，財政赤字規(guī)模比去年增加1萬億元

Issue 1 trillion yuan of government bonds for covid-19 control.

同時發(fā)行1萬億元抗疫特別國債。

Pursue a prudent monetary policy in a more flexible and appropriate way

穩(wěn)健的貨幣政策要更加靈活適度。

Use a variety of tools such as required reserve ratio reductions, interest rate cuts, and re-lending to enable M2 money supply and aggregate financing to grow at notably higher rates than last year.

綜合運用降準降息、再貸款等手段，引導廣義貨幣供應(yīng)量和社會融資規(guī)模增速明顯高于去年。

Strengthen the employment-first policy with comprehensive measures

就業(yè)優(yōu)先政策要全面強化。

Strive to keep existing jobs secure, work actively to create new ones, and help unemployed people find work.

努力穩(wěn)定現(xiàn)有就業(yè)，積極增加新的就業(yè)，促進失業(yè)人員再就業(yè)。

三、加大宏觀政策實施力度，著力穩(wěn)企業(yè)保就業(yè)

Further cut taxes and fees

加大減稅降費力度。

Aggressively implement current policies in conjunction with institutional arrangements.

強化階段性政策，與制度性安排相結(jié)合

Expect additional savings of more than 2.5 trillion yuan for enterprises throughout the year.

預計全年為企業(yè)新增減負超過2.5萬億元。

Reduce enterprises’ production and operating costs

推動降低企業(yè)生產(chǎn)經(jīng)營成本。

Increase financial support to keep business operations stable

強化對穩(wěn)企業(yè)的金融支持。

Ensure that micro, small, and medium businesses have significantly better access to loans and that overall financing costs drop markedly.

五、實施擴大內(nèi)需戰(zhàn)略，推動經(jīng)濟發(fā)展方式加快轉(zhuǎn)變

We will deepen supply-side structural reform, focus our efforts on improving the people’s wellbeing, and boost consumption and expand investment in a mutually reinforcing way.

要深化供給側(cè)結(jié)構(gòu)性改革，突出民生導向，使提振消費與擴大投資有效結(jié)合、相互促進。

Promote the recovery of consumption

推動消費回升。

Support the recovery and development of consumer services.

支持生活服務(wù)業(yè)恢復發(fā)展。

Expand effective investment

擴大有效投資。

Priority will be given to new infrastructure and new urbanization initiatives and major projects, which not only boost consumption and benefit the people, but also facilitate structural adjustments and enhance the sustainability of growth. Efforts will be made mainly in the following three areas:

重點支持既促消費惠民生又調(diào)結(jié)構(gòu)增后勁的“兩新一重”建設(shè)，主要是：

Step up the construction of new types of infrastructure, developing next-generation information networks.

加強新型基礎(chǔ)設(shè)施建設(shè)，發(fā)展新一代信息網(wǎng)絡(luò)。

Strengthen the development of a new type of urbanization, improving public facilities and services in county seats and beginning the renovation of 39,000 old urban residential communities.
